According to the "Administrative Measures of the People's Republic of China on the Administration of the Certificate of Origin Certificate of the Generalized System of Preferences", the General Administration of Customs has decided that from December 1, 2021, for goods exported to EU member states, the United Kingdom, Canada, Turkey, Ukraine and Liechtenstein and other countries that no longer grant China's GSP preferential tariff treatment, the customs will no longer issue the GSP origin Certificate.

In recent years, with the steady development of China's economy and the gradual improvement of its international trade status, more and more countries and regions have announced "graduation" of China's GSP.
According to the report of the Eurasian Economic Commission, starting from October 12, 2021, the Eurasian Economic Union will cancel the GSP treatment for goods exported to China, and the goods exported to the member countries of the Eurasian Economic Union will no longer enjoy the GSP tariff preference. From the same date, the customs will no longer issue GSP certificates of origin for goods exported to Russia, Belarus and Kazakhstan.
Once, according to the Eurasian Economic Commission's GSP scheme, the Union granted China's export of meat and meat products, fish, vegetables, fruits, some raw materials and primary processed products preferential tariffs. Goods in the list exported to the Union are exempted from 25% import duty on the basis of their duty rate.
Japan, on the other hand, will no longer grant GSP tariff preferences for Chinese goods exported to Japan from April 1, 2019. Since April 1, 2019, my country's customs will no longer issue GSP certificates of origin and relevant Japanese processing certificates for goods exported to Japan. This means that my country's exports to Japan's superior products will face an average 3% increase in tariff costs, which will weaken the competitiveness of my export products in the Japanese market to a certain extent.
The GSP preferential tariff refers to a general, non-discriminatory, non-reciprocal preferential tariff granted by developed countries to the manufactured and semi-manufactured products (including certain primary products) exported by developing countries or regions. A special tariff that is further reduced or exempted from the most-favored-nation tariff. This policy is conducive to helping developing countries enhance the competitiveness of export products, expand exports, and promote industrialization and economic development in developing countries.
The average tariff reduction rate for China's GSP certificate of origin and regional preferential certificate of origin is around 6%.
It is worth noting that while China's GSP "graduated", some countries and regions still maintain the GSP treatment to Vietnam, Indonesia, Bangladesh, Cambodia and other countries, which means that some of my country's labor-intensive exports Products face tougher challenges.
But at the same time, my country has accelerated the pace of expanding the "circle of friends" in the free trade zone.

Recently, the General Administration of Customs informed that the relevant departments of Pakistan have accepted the filing materials for the origin of the China-Pakistan Free Trade Agreement submitted by the China Council for the Promotion of International Trade. Based on the completion of various preparatory work, the China Council for the Promotion of International Trade is scheduled to start the issuance of certificates of origin under the China-Pakistan Agreement system-wide from November 10, 2021. This marks that the CCPIT system has realized the full-caliber issuance of certificates of origin under various free trade agreements in my country.
By applying for the certificate of origin of the China-Pakistan Free Trade Agreement, products exported to Pakistan can enjoy different levels of tariff reductions and exemptions when imported from Pakistan: Pakistan has implemented zero tariffs on 45% of tax items, and 30% of tax items will be implemented in the next 5 years. From 2010 to 13 years, zero tariffs will be gradually realized, and on January 1, 2022, a 20% partial tax reduction will be implemented on 5% of the tax items.
The certificate of origin under the China-Pakistan Agreement of the China Council for the Promotion of International Trade is fully electronically issued, and self-printing services for the certificate are provided. The majority of enterprises can apply for the preferential certificate of origin under the China-Pakistan Agreement for free through the CCPIT online visa system or the international trade single window.
On the other hand, if export benefits are blocked, the "Single Window" has now launched a system for coordinated application for blocked benefits.
This system is suitable for the customs management of the enterprises engaged in the certificate of origin business in terms of the coordination of benefits and obstacles. It includes the functional modules for the application for blocked benefits and the coordination query for blocked benefits, to meet the business needs of enterprises that submit applications for blocked benefits online and apply for customs clearance coordination to the customs when their exports under preferential trade are blocked.
